MGB VI personnel gather for a learning event on ethical standards for government employees

[Iloilo City] – The personnel of the Mines and Geosciences Bureau Regional Office VI gather at a learning event to explore and reinforce the importance of ethical standards in public service. The event, titled “A Refresher on R.A. 6173: Code of Conduct and Ethical Standards for Public Officials and Employees” took place on June 2, 2023, at the Days Hotel, Iloilo City.

In an era where transparency, accountability, and public trust are paramount, this learning event aims to foster a culture of ethics among government employees and equip them with the necessary tools to navigate complex ethical challenges.  Ms. Cecilia L. Ochavo-Saycon, officer-in-charge, Office of the Regional Director, said the MGB VI organized the event as part of its human resource development program to strengthen ethical governance and responsible public service in the organization.

The key speaker at the event was Mr. Donato A. Cardona, a Human Resource Specialist at the Anti-Red Tape Unit (ARTU) of the Civil Service Commission Regional Office VI (CSC RO VI).  Meanwhile, Fr. Rogelio Magbanua of the Society of St. Paul (SSP) talked about work ethics and inspired a reflective approach to assessing one’s observance of R.A. 6173.

The learning event featured a series of engaging presentations, and interactive activities designed to educate, inspire and move to action government employees on the ethical standards and norms of conduct expected of them. Participants had the opportunity to learn from the lecturette and engage in thought-provoking discussions.  Mr. Cardona focused his lecture on the Norms of conduct of Public Employees and Officials, which are:

  1. Commitment to Public Interest
  2. Professionalism
  3. Justness and Sincerity
  4. Political Neutrality
  5. Responsiveness to the Public
  6. Nationalism and Patriotism
  7. Commitment to Democracy
  8. Simple Living

Fr. Magbanua, who had been teaching ethics in the seminary, reviewed the basics of ethics and led a lively discussion on how to lead by example.

Eighty (80) personnel of MGB VI attended the learning event.  Mr. Glenn L. Umipig, officer-in-charge of the Finance and Administrative Division said he hopes the learning event will serve as a platform for government professionals to strengthen ethical standards in public service and increase advocacy with like-minded individuals committed to ethical governance.
