MGB RO-6 DENR conducts an orientation workshop on MGB Memorandum Circular 2018-01

Iloilo City – The Mines and Geosciences Bureau (MGB) Regional Office No. 6, DENR conducted an orientation-workshop on Memorandum Circular 2018-01 issued by the Mines and Geosciences Bureau on May 25, 2018, with the subject “Guidelines in the Conduct of Apprehension, Seizure, Confiscation, and Disposition of Illegally Sourced Minerals/Mineral Products and By-Products, Tools, Conveyances and Equipment Used.” It was held at the Smallville 21 Hotel on August 30, 2018.

The participants were from the Department of Environment and Natural Resources 6 Regional Office, Office of the Regional Director, Legal Office Enforcement Office, PENROs and CENROs, Environment and Management Bureau, and the local government units particularly the Provincial Environment and Natural Resources Office of the six provinces.

MGB RO-6 Regional Director Leo Van V. Juguan, CESO V in his welcome remarks said that the policy is a step ahead in giving teeth to the government’s mandate in curbing illegal mining by giving clear guidelines on the apprehension, seizure, confiscation and disposition of illegally-sourced minerals, mineral products and by-products.

The resource persons presented relevant topics in the one-day orientation.  Chief of the Mine Management Division Florian D. Jiminez gave a status of the on mineral resource development in Western Visayas while Chief of the Mine Safety, Environment and Social Development Division Rene B. de la Cruz discussed the violations of Republic Act 7942 or the Mining Act of 1995.  Atty. Cesar Emmanuelle P. Buyco, Jr. tackled the provisions of RA 7942 MGB Memorandum Circular 2018-01.

The 74 participants learned the salient provisions of the policy and actively participated in the discussions during the open forum. EMB RO-6 Regional Director Dr. Sophie T. Manuel tackled issues on the harmonization of policies of the DENR on its different concerns towards a more unified and strong enforcement of environmental regulations, particularly governing mining operations.  Atty. Arturo C. Cangrejo of the Provincial Government ENRO-Iloilo discussed issues affecting the local government’s efforts in addressing illegal mining, particularly sand and gravel and other quarry resources.  (MGB6, DENR)
