DENR excludes quarry resources from the mining moratorium

Iloilo City – Recognizing the need to address the requirements for cement, aggregates and related materials for the construction industry, the Department of Environment and Natural Resources (DENR) recently issued a memorandum order which excluded certain quarry resources from the scope of the moratorium on the acceptance, processing and/or approval of mining applications and/or new mining projects under a previous issued memorandum order of the DENR.

DENR Memorandum Order No. (DMO) 2017-01 was signed by the DENR Secretary Regina Paz L. Lopez on March 10, 2017 amending specific provisions of DMO 2016-01 which ordered a moratorium on the approval of new mining projects.

Since the DMO 2016-01 took effect, the approval of quarry permits (new or renewal) was held pending the issuance of the Environmental Compliance Certificate (ECC), a requirement for quarry permits. Quarry permits are being issued by the provincial government.

In view of the DMO 2017-01, the local government or province can now continue to accept, process and when all requirements are met, approve quarry permit applications.  (MGB RO-6)
